关于进一步加强对欧盟出口盆景检疫工作的通知

广州、南京、杭州、宁波、深圳、上海局:
最近,国家局连续收到欧盟成员国的截获通知,通报我广东、江苏个别盆景场对欧出口的盆景,因检疫问题,而被销毁或处理。尤为严重的是,4月中旬,我驻德
国使馆经商处被告知,由于广东省IKANO和海旺企业有限公司,于1995年向德国出口
的盆景接连发生检疫问题,德方决定从1996年2月起,禁止从中国进口无花果、女贞
子、九里香、六月雪和榉树的盆景,给我国对欧出口盆景在经济上和信誉上造成损失。为进一步加强对欧出口盆景的检疫工作,请你局切实作好以下工作:
1.参照欧盟的检疫要求(见附件),对所有从事对欧盟出口盆景的公司和盆景
场进行审核,合格的予以注册,并指定专门的机构、局负责监管及检疫。
2.各局要对注册的盆景场实行规范化的监督管理,一旦发现有不符合检疫要求
的做法,应要求其限期整顿,对拒不改进的,则取消其注册资格。
3.监督管理工作主要包括:
(1)盆景场的设施建设;
(2)生长期的病虫害防治;
(3)土壤和介质处理;
(4)出口时的检疫监装。
4.对于未经检疫擅自出口或将未经检疫的盆景混装于已检疫合格盆景中出口的
,一律不予出证或补证,并视情况对有关公司或厂家提出警告、限期整顿直至取消其注册资格。
5.各盆景场应具备一定规模的防虫网室,若现阶段不能建立全部出口盆景存放
的防虫网室,可先建小型的网室,同时应限期落实其余网室。拟出口的符合检疫要求的盆景至少在防虫室内存放2个月,出口时应直接从防虫网室装入集装箱。
6.据了解,最近有一些单位未经检疫审批,从国外进口栽培介质,这是违反检
疫法规定的行为,各局应认真查处,防止再次发生此类事件,并请于近期内对进口栽培介质的调查情况,以书面形式报国家局。

│ │ (a) the plants shall havc been grown and trained for at │
│ │ least two consecutive years in officially registered │
│ │ ‘bonsai’nurseries, which are subjected to an │
│ │ officially supervised control regime; │

│ │ (aa)at least during the two last years prior to dispatch, │
│ │ —have been grown in either an unused artificial │
│ │ growing medium or in a natural growing │
│ │ medium which has been treated by fumigation │
│ │ or by appropriate heat treatment to │
│ │ ensure freedom from harmful organisms, and │
│ │ for which appropriate measures have been │
│ │ taken to ensure that the growing medium │
│ │ has been maintained free from harmful │
│ │ organisms. │
│ │ —be potted, in pots which are placed on │
│ │ shelves at least 50 cm above ground, │
│ │ —have been subjected to appropriate treatments │
│ │ to ensure freedom of mon-European │
│ │ rusts, │
│ │ —be placed only in insect-proof screened │
│ │ structures, │
│ │ (bb) within two weeks prior to dispatch, have been │
│ │ shaken free from the medium leaving the minimum │
│ │ amount necessary to sustain vitality during │
│ │ transport, and, if replanted, the growing │
│ │ medium used for that purpose meets the requirements │
│ │ laid down in aa); │
│ │ (c) the plants which have been grown in the registered │
│ │ ‘ bonsai’nurseries and those plants in the immediate │
│ │ vicinity there of shall have been officially in spected │
│ │ at least six times a year at appropriate times for the │
│ │ presence of harmful organisms of concem. │

│ │ The inspections shall be carried out at least by visual ex- │
│ │ amination of each row in the field or nursery and by visu- │
│ │ al examination of all plant parts above the growing medium, │
│ │ using a random sample of at least 300 plants in a │
│ │ genus where the genus comprises of not more than 3000 │
│ │ plants or 1031270622f the plants if there are more than 3000 │
│ │ plants in the genus, The harmful organisms of concern │
│ │ are those listed in the annexes to this Directive, and any │
│ │ other harmful organism in so far as it does not exist in │
│ │ the Community; │
│ │ (d) the plants shall havc been found free, in these inspe- │
│ │ ctions, from the relevant harmful organisms of concern. │
│ │ Infested plants shall be removed. The remaining │
│ │ plants, where appropriate, shall be effectively │
│ │ treated, and in addition shall be held for an appropriate │
│ │ period to ensure freedom from such harmful or │
│ │ ganisms and the material shall be packed in closed │
│ │ containers which have been officially sealed an bear a │
│ │ distinguishing mark to be reproduced on the phytosanitary │
│ │ certifcate, provided for in Article, 7, of this │
│ │ Directive enabling the consignments to be identified │
